OLD LYME CONSERVATION COMMISSION, OPEN SPACE COMMITTEE
 BUSINESS MEETING, 12/9/05
  
  The Committee met at the Old Lyme Memorial Town Hall at 8:30 a.m., Chairman George James presiding.  Present were Jenn Hillhouse, Blair Hoxby, George James, Connie Kastelowitz, Ted Kiritsis and Diana Johnson.
  
  The minutes of the 11/11 meeting were accepted as corrected.
  
  George reported on the Griswold/Whitley property as follows.  The Kane appriasal has been received showing the following: the 12.5 acre parcel @ $715k, the 11 acre piece @ $225k, and the 4 lots piece @ $500k, total $1.44 million for 53 acres. Lea is receptive to the idea of a bargain sale - at what cost? Discussion followed on Black Hall Club's participation in this endeavor.
  
  Draft #3 of the acquisition protocol was reviewed with caveats: clarification of the price issue to be determined by Att'y Mattern , and the price should be included in the paperwork going to the Planning Comm. Ted moved to accept Draft #3 with revisions as discussed, Diana seconded and the motion passed.
  
  Foster, now "Stone Hill Manor" property discussion: George proposes a 60x60' parking area with a 10' walkway along the Kus property. The issue is clouded by ROW complications & multiple ownership (State, Old Lyme, TNC, Kus). George will send a request to SHM asking for open space (12 acres) at Pond area and walkway.
  
  Cummings, "GRC Associates" proposal to Planning has been temporarily withdrawn.
 George has drafted a letter re aconservation easement to beowned & maintained by a homeowners' association. A ROW to the Lohmann property must be preserved or established. OS proposal of 3.8 acres located where?
  
  100 Acres: a response to Ann Brown putting our desires on record will be sent. Our suggestions should also be sent to Zoning and Planning.
  
  Schmitt: A final effort to purchase will be made & another letter to the Adjutant General will be sent. The impact of 50 possible houses on Rogers Lake must be considered.
  
  In his end of ther year report, George feels we should make recommendations to Planning which would include: wetlands, which are presently protected anyway, should not be included in open space category; Conservation Easement regulations and enforcement thereof should be tightened up with the procedure for inspection by the easement holder included;PRCD regs should be revised (Conservation Comm. is working on this); MFR projects require no OS - why?
  
  George has asked Tim Griswold for another workshop on the above with Planning, Conservationm, Selectmen and OS included.
  
  Miscellaneous discussion followed. George noted that all desirable properties are in 490. Changing the dates of our meetings was discussed, with final decision to remain the same, 2nd Friday.
 Nancy Griswold and Filosi properties for sale. OLCT is working on these, should we share cost? The State has designated our greenway as part of their greenway. By doing so, we now get "points" on our open space applications.
